يؤكد على التعاون والتكاتف من أجل مواجهة تداعيات جائحة كورونا على الأطفال

ويدعو قمة العشرين إلى ايلاء الاهتمام بالطفولة في المرحلة القادمة

صرح صاحب السمو الملكي الأمير عبد العزيز بن طلال بن عبد العزيز آل سعود رئيس المجلس العربي للطفولة والتنمية، بأنه يأتي اليوم العالمي للطفل هذا العام 2020 والعالم يئن من وطأة تداعيات جائحة كورونا التي قوضت العديد من المكتسبات، وخلفت أزمة اقتصادية واجتماعية وصحية كبيرة، ستستمر تداعياتها على مدى أجيال وأجيال ما لم نتحرك لمواجهتها على كافة الأصعدة.
جاء ذلك في افتتاح أعمال المؤتمر الافتراضي “جائحة كورونا وحقوق الطفل: من أزمة إلى فرصة” الذي انطلق صباح اليوم 16 نوفمبر/ تشرين الثاني 2020، بتنظيم من المجلس العربي للطفولة والتنمية وحضور أكثر من 150 من ممثلي المنظمات الإقليمية والدولية والجمعيات العاملة في مجال الطفولة والخبراء والإعلام.
وأضاف سموه في كلمته التي وجهها للمؤتمر بأنه “حين نتحدث عن تأثيرات جائحة كورونا نشير إلى تلك الكارثة الانسانية غير المسبوقة، حيث أوضحت جل التقارير الدولية والإقليمية إلى وجود صورة مقلقة وضبابية حول التداعيات الصحية والتعليمية والاجتماعية على الأطفال، فهناك تعطيل في الخدمات الصحية والتطعيمات، مع خطر ارتفاع نسب وفيات الأطفال الرضع، واحتمالية توقف العملية التعليمية مع عودة الموجة الثانية من جائحة كورونا، مما يعني العودة إلى التعليم عن بعد، وهو أمر يلاقي العديد من التحديات في دول عدة لعدم توفر مقومات البنية التكنولوجية لذلك، إضافة إلى تزايد احتمالية حدوث أزمة غذائية واقتصادية ترفع نسب الفقر المدقع، ناهينا عن تفاقم مشكلات اجتماعية منها تزايد نسبة عمل الأطفال خاصة الأشكال الأسوأ منها وكذلك ارتفاع حالات تعرض الفتيات للزواج المبكر، وتفاقم مستويات العنف والقلق والهلع والخوف، هذه الصورة لا تعني إلا أمرا واحدا هو الحاجة إلى العمل معا حتى بعد التعافي من جائحة كورونا”.
واضاف سمو الأمير عبد العزيز بن طلال بأن ” الفكرة الأساسية لهذا المؤتمر تأتي إنه بقدر ما قد نستعرض تداعيات وتأثيرات أزمة جائحة كورونا على الأطفال بقدر ما نسعى لفتح الحوار والنقاش كي يكون المجال متاحا لتحويل هذه الأزمة إلى فرصة للتغيير والتطوير … فرصة للإبداع والابتكار. فكما أكدت الأمم المتحدة إنه وقت العلم والتضامن، ولن يتأتي ذلك إلا من خلال تعزيز الحقوق وحماية القانون وتحقيق أهداف التنمية المستدامة مع توفر الإطار الملائم لتهيئة اقتصادات ومجتمعات أكثر شمولا واستدامة، والتمكن من التطور التكنولوجي المتسارع. مؤكدا سموه بأن المجلس العربي للطفولة والتنمية سيستمر في دوره وتواصل جهوده في الإهتمام بتداعيات جائحة كورونا المستجد من خلال الدعم والتعاون والشراكة مع الشركاء، بهدف نشر الوعي والمعرفة في كل مجال من مجالات حقوق الطفل، والسعى نحو تحقيق أهداف التنمية المستدامة، تحقيقا لتنشئة أفضل للطفل تواكب المستجدات وتمكنه من الدخول لعصر المعرفة والثورة الصناعية الرابعة وعالم ما بعد كورونا.
ودعا سموه في كلمته قمة العشرين في دورتها الخامسة عشر القادمة باستضافة من المملكة العربية السعودية، تحت هدف عام هو “اغتنام فرص القرن الحادي والعشرين للجميع”، إلى إيلاء الاهتمام بقضية الطفولة وجعلها تتصدر سلم الأولويات في المرحلة القادمة، لما لذلك من تأثير على المستقبل، ليكون بحق فرصة لفتح آفاق جديدة للخـروج بمبـادرات ومخرجـات تحقـق آمـال للجميع. موجها سموه التهنئة للمملكة العربية السعودية، ولخادم الحرمين الشرفين، على التحرك المبكر ونجاح الترتيبات اللازمة لعقد تلك القمة منذ أن تولت المملكة رئاستها في شهر ديسمبر الماضى.
واختتم سموه كلمته للمؤتمر موجها الدعوة إلى كل المعنيين بقضايا الطفولة والتنمية من قياديين ومخططين ومشتغلين ومهتمين، بالعمل والتعاون والتكاتف من أجل التعافي من هذه الأزمة، وإنقاذ ما هو قادم في كافة المناحي، لنؤسس عالمنا الذي نحلم به، عالم أكثر عدالة وشمولا واستدامة ومراعاة للبيئة وقدرة على الإبداع، ليحيا فيه أطفالنا متمتعين بالصحة والحماية والنماء.
يذكر بأن مؤتمر جائحة كورونا وحقوق الطفل من أزمة إلى فرصة، تحدث فيه أكثر من 15 خبير في مجالات حقوق الطفل، وتناول عددا من المحاور الرئيسية التي تطرقت إلى التأثيرات الاجتماعية والنفسية والتربوية لجائحة كورونا على حقوق الأطفال في المنطقة العربية، ودور المجتمع المدني في مواجهة هذه التأثيرات، إلى جانب مناقشة الإمكانيات التكنولوجية في مواجهة تأثيرات جائحة كورونا على الأطفال.

HRH has called on the G20 Summit to provide more care for children in the next stage

HRH Prince Abdulaziz bin Talal bin Abdulaziz Al Saud, President of the Arab Council for Childhood and Development (ACCD) said that the World Children’s Day comes this year while the world is groaning from the repercussions of the COVID-19 pandemic that undermined many gains and left behind a major economic, social and health crisis, which its knock-on effects will continue over generations unless we all take action to confront it at all levels.

This came at the Opening Session of the Webinar Conference “COVID-19 Pandemic and Child Rights” under the slogan “From Crisis to Opportunity”, which was launched this morning November 16, 2020. The Webinar was organized by ACCD and attended by more than 150 representatives of regional and international organizations, associations working in the field of childhood, experts and the media.

“When talking about the effects of the COVID-19 pandemic, we refer to the unprecedented humanitarian catastrophe, as most international and regional reports have indicated a disturbing and blurry image over the health, educational and social repercussions on children. There is disruption in health services and vaccinations, with the risk of high infant mortality rates, and the possibility of halting the educational process with the return of the second wave of the COVID-19 pandemic, which means the return to distance education. This would pose many challenges to several countries due to lack of technological infrastructure, in addition to the growing risk of a food and economic crisis that raises the rates of extreme poverty. This is in addition to the exacerbation of social problems, including the increase of worst forms of child labor, the high incidence of girls’ exposure to early marriage, and the exacerbated levels of violence, anxiety, panic and fear. This situation necessitates that we have to work together especially after recovering from the pandemic”, said His Highness.
HRH said also that The main purpose of this conference is that the more we review the implications and effects of COVID-19 crisis on children, the more we seek to open dialogue and debate in order to provide a space for turning this crisis into an opportunity for change and development.. An opportunity for creativity and innovation. The United Nations has affirmed, it is a time for knowledge and solidarity … but this will only come through the promotion of rights, the protection of law, and the achievement of SDGs, with the provision of appropriate context to create more inclusive and sustainable economies and societies, and to enable accelerated technological development
HRH called upon the 15th G20 Summit that will be hosted by the Kingdom of Saudi Arabia, under the overall theme of “Realizing Opportunities of 21st Century for All”, to pay attention to the issue of childhood and make it a top priority in the coming stage as it impacts the future, to be truly an opportunity to open new perspectives that come up with initiatives and outputs to fulfil the aspirations of all.
HRH also conveyed the congratulations to the Kingdom of Saudi Arabia, and the Custodian of the Two Holy Mosques, for the early move and the success of the necessary arrangements for holding that summit since the Kingdom assumed its presidency last December.

HRH concluded by calling on those concerned with the issues of childhood and development, including leaders, planners, practitioners and stakeholders to cooperate and act to collectively address this crisis, and to propose impactful solutions to create the world we all dream of, more just, inclusive and sustainable world that observes the environment and foster creativity, so our children can enjoy health, protection and development.
It is worth mentioning that more than 15 experts in the field child rights talked in this Conference, which addressed a number of main topics on the social, psychological and educational impacts of COVID-19 pandemic on children’s rights in the Arab region and the role of civil society to confront such impacts. This is in addition to discussing the technological potentials in coping with such impacts.
